It seems to me that we are experiencing something normal called expansion
over time.  Normally this wouldn't be a problem, however, it seems that
the total Campus outbound link has not been set up to grow over time as
well.  If the size of the outbound link grew at the same rate as the rest
of the expansion in the computing traffic world we would still represent
nearly the same portion of the link that we initially occupied. 
Therefore, I find it interesting that the campus IT department doesn't
have a plan in place to grow the outbound (and downbound) link over time,
or if they do have such a plan, why has it not been implemented?  As we
move farther into the information age, I don't see the total information
per unit time decreasing any, in-fact it is bound to grow (and not just
grow linearly).  Therefore, simple prudence demands at least a plan to
grow the link that facilitates the information traffic.  In any event, we
may just need to bid our time for additionally bandwidth until such time
as the link size is increased.  Though the proper means of setting up the
limitation should not be in terms of an absolute bandwidth restriction,
but in terms of a percentage of the total available (good luck with
that!).

As always this advice is worth exactly what you paid for it, and your
mileage may vary, ...
